Man shot to death on Raven Street (UPDATED)

Donyell T. Patillo was found shot to death behind a building near the 1900 block of Raven Street, according to Richmond police.

Keon L. McDonald, 32, of the 600 block of Westover Woods Circle, was taken into custody Monday. He has been charged with conspiracy to commit murder. Police said additional charges are expected.

Police are investigating a homicide in the 1900 block of Raven Street after a man was shot to death early this afternoon.

This marks the first killing in the East End in 2017. This 43 day stretch is the 2nd longest such quiet streak to begin a year in the last two decades. This is the tenth homicide in Richmond in 2017 (along with a “death investigation”).

Honestly this was bound to happen. I live by Whitcomb court and I hear gunshots twice a week, especially the last few weeks. I don’t know whats going on I just try to protect my family since I live so close by, but it seems that these idiots take pride in killing each other. I don’t know who there shooting at but just because this is the first murder in the east end, it doesn’t mean that the east end is relatively safe.

@John M I am doing the math by monthly totals not by days. In the 1990’s Richmond has been known to have months were there is 7 homicides in a month then the following month there is 18, 20, or even 25 homicides (in one month) Do a search on this very website and look at the years 1994 and 1997. Very good information on this site

For perspective, 85 murders per 220,000 people is around 39 per 100,000, right? That’s around the murder rate of Tijuana or Kingston, Jamaica. Less than New Orleans(41), Baltimore(55), Detroit(44) or St. Louis(60), but well more than Johannesburg (30), Chicago (28), Atlanta (24)(https://en.m.wikipedia.org/wiki/List_of_cities_by_murder_rate)

@Kay9 I believe there is a increasing home grown crew/mob vs national gang problem growing in the city. That’s why the captain of the police department was speaking about a coalition of gangs in the city on news8 and Nbc12. Blackwell, Oak Grove , Hillside, Ruffin road is called the “Bottom” ; Blue Ridge, Chippeham, and two other neighborhoods are “uptown”; and several other neighborhoods around hull st are called “Mid City”. Inside the Hillside area there is a few associated with the national gang the “Crips”. Inside Mosby Court there are a few associated with he national gang the “Bloods”. The thing is those same communities have groups that are not associated with those national groups and are homegrown and they have differences as well. It’s kind of a cluster %##= . That’s the best way I would describe it. Basically it’s homegrown groups portecting there areas from forgien groups from NY,NJ,CA. A similar thing happened in the 80’s and 90’s when Richmond drug gangs went to war with NY,NJ, DC drug gangs over the local drug markets.

@j were you in Richmond in the 90s? There was a different reason why the murder rates were so high than today. I know cause I grew up with most of those guys in the nineties. Those circumstances don’t exist today. Plus Richmond didn’t want the crime rates to go back to nineties levels. What do you think pushed business and wealthy residents out in the nineties? It will never get back to the level of 100 murders one of the reasons why is because…..never mind lol

@kay9 two reasons. And I’m going to tell you what I see, not what I’ve read or what statistics state,since I live Eastview. One is an influx of guns into these areas. Ive seen teenage kids with guns. I see them brandishing guns in broad daylight. Plus many of these young men approach me trying to sell these guns! I know who’re bringing them in but that’s a another story. People know who has guns but I’ve heard residents say that they aren’t going to turn anyone in for 250$ .number two is gang culture. That’s one problem that is a nationwide problem and it exists in Richmond.

Strangely, Keon McDonald was implicated in another shooting and conspiracy to commit murder & weapons charges, a little less than a year ago, on Raven St. This case also left a man dead.

If you do a name search at the state General District Court criminal case database for the Richmond-Marsh Criminal/Traffic General District Court at Manchester, he has a list of violent offense cases going back to 2013 at that courthouse. The 2016 charges were transferred to another jurisdiction/court.

I agree with JCT regarding the “Homegrown Gangs”, I have been watching them in my neighborhood for a decade. They have been here forever, the increase may very well be due to National Gangs from up North trying to take over.

My question is ; “What happens if the Homegrown Gangs are removed?”. My guess is that the National Gangs take over and that is even worse. Does law enforcement have an answer to the problem?

@jct “Crime is up Nation wide” in part because police have received heavy criticism for policing to aggressively. Police stops in Chicago are down 75% and murder is skyrocketing. Nobody wants to be the next YouTube star.

@MAW that’s the thing. Richmond has so many homegrown gangs that foreign groups will never gain a stronghold in the city. Richmond is what many call “BABY D.C.” (Street term). Historically both cities criminal underworld has successfully fought off intruders. Think back to the 90’s when the Posion Clan (Jamaican gang) came to Richmond, they were responsible for the shokeo bottom killings. As recent as a few years ago the “bloods” came to Trinidad neighborhood in D.C. ,only to be pushed out by well orangized “homegrown groups”. Also if you notice the largest gang in Virginia is in northern Virginia called Mara Salavatrucha or MS13 but you rarely here of them because the “Homegrown groups” in Washington D.C. control everything.

Everyone a few months ago were JUMPIN UP and DOWN when the police were kiliing OUR black men….. WELL why aren’t people stepping up to the plate screaming about BLACK LIVES MATTER because it’s our BLACK MEN THAT ARE KILLING EACH OTHER!!!! Jct: IMO you are right about the crews and national gangs. Since the crack epidemic of the 90’s and the incarceration of Rayful Edmond, large gangs have phased out and gave way to crews as they fought for territories around the projects. And now, crews are growing larger because of gentrification and relocation of neighborhoods. You mentioned DC, if your’re familiar with former Mayor Fenty, he used a voucher program for low income housing residents to relocate, mostly to PG County Maryland. Then he allowed for upscale housing and shopping to come into those areas. By doing so, crews started aligning with each other because they had no choice. That is very much happening here, take our neighborhood for example.

However, while they indeed have a very large presence in NoVa MS13 is very much present in Washington, DC (side note; the current story about the missing teens for example, are undoubtedly connected to MS13). The El Salvadorian population that resides in DC are spread out. Though, areas that had a large MS13 presence when I lived there was lower 11th St NW, near Thomas Circle, 14th St NW near U St, and 14th St/Georgia Avenue NW near the MD line. MS13 because of their presence in many areas do not have one specific spot like a crew does. Therefore, when a crew commits a crime you know it because its in their territory, where as MS13 conducts activity all over. In addition, their victims are less likely to report being victimized because they are usually foreign and in fear that they in turn will get in trouble.

Also, Kendall L. Coward, who was murdered on Monday was affiliated with McDonald in a murder conspiracy case last April.

The other associate in the April shooting, James M. MCwilliams, lost his life to gun violence in June of last year. So, two of the 3 implicated in the April 2016 murder are now dead, and the other is in jail. So, were they found innocent of the April murder? Out on bond??? This has to stop. Please stop killing each other!

??This article is from April 2016. Dude pictured in the middle is Keon McDonald, already a convicted felon & the SAME MAN who was indicted for this murder just TEN MONTHS later, on Feb. 14, 2017– in broad daylight. Mr. Padillo left behind a little 4-yr.-old daughter!
