Lack of business or trouble with the city based on location?
@7 The parking lot where they located their stand is owned by Historic Richmond Foundation. There is a sign there.
As to lack of business, I did not see any in passing by, but then I wasn’t watching it all day long. Also they had a vendors license, but that would most likely apply to a sidewalk vendor; they located on private property. Don’t know if that would have led to problems with the city.
Sounds to me like they have made a great move, from what I could see they are down near Casa del Barco.
