- An investment of $18.5 million for Richmond Public Schools
- $16.2 million for roads and sidewalks
- $2.9 million for affordable housing
- $965,00 for increased GRTC service
- $485,000 for eviction diversion
- Real estate tax increase
- Cigarette tax
