RRHA Settlement approved for $2.5 million

From the Richmond Times Dispatch:

U.S. District Judge John A. Gibney Jr., of the federal judiciary’s Eastern District of Virginia, approved Tuesday a class action settlement valued at about $2.5 million between the housing authority and current and former tenants.

Under the agreement, $1.18 million will be distributed among RRHA residents who were subject to the authority’s utility surcharges from Nov. 1, 2012, to Oct. 31, 2016.

RRHA also will pay out $112,876.10 to tenants through new utility allowances, which will mean reduced charges to tenants worth $1.3 million over three years, according to a news release from the Legal Aid Justice Center, which represented the residents in the case.

How can this be a hand out if this is money they’ve overpaid? ?

Looks like $295 per unit for the previously overpaid utilities. Seems like rrha could appeal.
