Is the water pressure due to some tractors digging around at that 32nd/Broad intersection?

Here on 25th and Cedar. We had low water pressure last evening around 5pm for about 20 min. Luckily now power outage or damage from storm.
Had low water pressure yesterday multiple times for about 15-30 minutes each time. Located at 33rd & Q.
