The first pic shows 2 pipes underground, one for domestic sewer and one for storm water.
This condition generally does not exist. Domestic sewer and stormwater are in the same pipe.
During dry periods domestic sewer flows to the treatment plant.
During wet periods domestic sewer and storm water flow to the treatment plant until the capacity at the treatment plant is reached. During the heavy wet periods the excess flows into tanks, and when the are full, it all flows into the river.
Richmond is a cso, combined sewer overflow city, csm combined sewer management is the feel good term for sending sewerage into the river
