[Joselyne Cruz], 17, is no longer that quiet, wary girl from Oak Grove Elementary. Last week, the rising senior was tapped as battalion commander at Franklin — and by virtue of that designation, as Commander of Troops for all cadets in Richmond Public Schools. She is the first Hispanic to hold the post at Franklin, which opened in 1980 as the nation’s first public military school.
