I think it’s the base of an old staircase coming down from a house on the top of the hill. I think it was a storage space under the stairs, but the stairs are now gone. More shed than tunnel. Plus: free hugs.
Was born and raised in that neighborhood and that was a garage for the house directly behind and above it, high on the hill. Was not ever sure if that was a tunnel leading to the house or just the garage off of Government Road. That row of houses, on both sides of Government Road and high up on the hills, used to be very attractive.
It’s the garage for the house above. Those houses are accessed from Bunn Avenue, which runs parallel to Government behind the houses. They are beautiful houses.
Wait a few minutes and one of our local authors will appear to tell you how it is the home of a vampire. Or some other BS story about the “cave of mystery.”

Is it a tunnel or an old shed? I’ve ridden past it, and others, on that road.
Is it a tunnel or the remains of a basement to a house someone made into a temporary dwelling?

thats a hell of a walk up the hill every day if thats the only parking/garage for that house.
