Council to consider development at old Armstrong, honor for Henry Marsh

At their meeting tonight, City Council will consider honorarily naming the 3200 block of Q Street after Henry Marsh, as “a city resident whom the Council has determined to have made extraordinary contributions to African-American history in the city of Richmond”:
