Funny, sad, and telling that dozens of areas north of the James are listed but only 4 on the south side of the river.
I think they must have done their best to cover major neighborhoods. Otherwise this could end up as endless division and become illegible. Church Hill could be divided into north, south, Chimborazo, Union, etc.
