The entertainment for the Parade of Lights kicks of at 4:30PM at Libby Hill, the parade viewing starts at 6PM on December 10:
Each year, boaters decorate their vessels and converge on the James River for the Parade of Lights, a boat parade marking the festive holiday season. Spectators will line the shorelines at several viewing sites along the parade route, which runs from Richmond to Henricus Historical Park in Chesterfield County.

Apparently it’s pretty flooded and there’s all sorts of stuff both submerged and floating that could cause boats big problems. Shame they don’t have a make up date, but hopefully next year will be good and the river won’t be flooded then.
