Looked to me like they were just replacing Storm Sewer lines that run right down the hill next to the stairs. Looks like they did the same thing over at Jefferson Park.
I think I saw something in the Church Hill Association July newsletter about the Planter’s Society doing planting here after the city finishes. It would be nice to see a rendering, though, just to get an idea of what they are planning…

Awwwww. That’s where I used to grow pot back in the 70s…
