The Report of the Task Force to Review the Processes & Guidelines of the COmmission of Architectural Review (PDF) is now available. The 16-page report contains recommendations to City Council on the administration of the Old and Historic Districts in the City of Richmond, including changes in wording on the guidelines for new construction, use of salvaged materials, siting, and height/massing; recommendations on application and appeals processes; and the make-up of the commission.

While I didn’t personally participate in this Task Force/Guidelines Review process, I am so appreciative of the folks who did.
As a member of the greater Church Hill community, I really value the fact that many of my neighbors (along with citizens from other Richmond neighborhoods) volunteered considerable time and energy and helped shape the Task Force recommendations.
I’ve just started to read the report, and so far, it really sounds really encouraging. I especially like the recommendation to modify the guidelines for new construction, allowing for more flexibility on the exterior design.
