According to “Rails in Richmond” by McKenney, this was the Oakwood-Belmont line. Starting at Oakwood Cemetery it went down Oakwood Ave, made a right onto Q St, left on Venable, left on 18th, right on Marshall and across the Marshall St. Viaduct. It turned left at 11th, then right onto Broad, left on Sheppard, right on Kensington, left on Belmont and ended at Garrett St.
Wow, I saw tracks and cobblestone under a portion of broken-away road somewhere else in the Hill recently. The tracks are trying to wake up and take over!
