Whitcomb Street homicide victim identified

Richmond Police have identified the person killed on Whitcomb Street on July 27 as QianWu Huang, 17, a Chinese national. Positive identification was made yesterday evening by an uncle of the victim, who lives in New York City.

Earlier this month, Richmond Police arrested Tobias J. Young, 18, and charged him with conspiracy to commit murder in the death of Mr. Huang.

The positive I.D. came after two months of effort in which RPD detectives contacted numerous local, state, and federal agencies as well as the Chinese Embassy.  They were hampered initially by false identification carried by the victim, including an Illinois driver’s license and a Chinese passport.  But after word spread though the Chinese community, detectives received a tip from a New York City resident that allowed them to solve the mystery of Mr. Huang’s identity.

Arrangements are being made to transport Mr. Huang’s remains to a funeral home in New York City.
