It’s been more than two months since teenage East End robbery suspect Curtis Blount was found shot to death after an encounter with police, and the Richmond Police Department has yet to formally report to city prosecutors on the case. On Monday, Commonwealth’s Attorney David M. Hicks sent a letter to Police Chief Andre Parker seeking answers. Neither the chief nor his top commanders has had any contact with Hicks, the department’s partner in crime-fighting. In most localities, such communication typically takes place on high-profile or controversial cases such as the Blount case.
