There was a mugging in libby hill park today, around 3:45 or so. Two kids took a guy’s phone. Luckily he wasn’t hurt badly. Broad daylight and about 10 people nearby.

Just a heads up, my wife was confronted on a recent run by a black male who exposed himself while masturbating  along the tree line near the playground/gardens. It was about 8 am. People should keep and eye out. We would have called the police, but recent experience has yielded little effort on their part, but we wanted to let the community know.

A male reported he and his business, Str8 out of Philly, were robbed at gunpoint by two unknown males.

Police Capt. Yvonne Crowder said the victim was a 25-year-old man who was stopped in the 600 block of North 33rd Street by a man wearing a mask and displaying a weapon.

Three days later, according to witnesses, Tillar accosted Cobb in the Fairfield Court public housing complex in the city’s East End and said something like, “What was that stuff you said on Facebook to my girl?” Ultimately, Tillar shot Cobb in the back, fatally wounding him. [...] It took a Richmond Circuit Court jury about 20 minutes on Monday to find Tillar, 21, guilty of second-degree murder and a related firearm charge in Cobb’s death.

The Richmond Police Department has identified the victim in the South Side homicide that occurred late yesterday afternoon.

At 4:20 p.m. officers responded to a shooting in the 3000 block of Columbia Street. When officers arrived, they found Adl Musa Johnson, 22, lying on a sidewalk with an apparent gunshot wound. Johnson, who lived in the 1900 block of Raven Street, was pronounced dead at the scene.

Officers caught and detained a possible suspect several blocks away from the homicide and he is being held for questioning. The investigation is ongoing.

Metro Richmond Crime Stoppers has the as-yet-unsolved shooting of Thomas Earl Kelly last September at Q and 20th Streets listed as the Crime of the Week.

Crime Stoppers is asking for the publics help in a homicide that occurred on September 20th 2011.

Around 10:20pm Richmond Officers were dispatched to 1102 N 20th st for a random gunfire call.

When they arrived they found Thomas Earl Kelly in the alley lying in a pool of blood, it appeared that Thomas had just walked out of the building when he was approached and shot by an unknown suspect. Thomas was transported to VCU medical center where he later died of his injuries.

Detectives have no leads on this homicide and are asking for your help in solving this case.

The 52-year-old victim was walking to church choir practice at approximately 6:45 p.m. on Tuesday, Jan. 10, when four males in their late teens confronted him near the intersection of Phaup and North 20th Street near Fairfield Court.

The man, who is known for his participation in the nearby church and for helping people, was shot as he ran from the assailants and sustained a serious injury.

The suspects are described as four males in their late teens who were last seen wearing dark clothing.

Investigators do not believe this shooting is related to the attack on the 69-year-old man on West Broad Street earlier this month.

This video is just in from the scene of Armstrong High School, where a fight has led to the arrest of multiple students. Dozens of police officers responded to the scene just after 10:30 a.m. Tuesday. As of 12:00 p.m., the school was still on lockdown.

Around 8:00 p.m. Saturday, the woman confronted the male suspect in a car break-in attempt in the 600 block of 22nd Street. The two got into a fight and at one point the suspect used a knife to cut the woman in the arm. We’re told the woman required a few stitches, but is otherwise okay.

Police say around 2:30 a.m. Saturday, two suspects with guns kicked in the door of a house in the 1500 block of Jennie Scher Road. Two people were inside, one of them was struck.

Capt. Paul Kiniry said the victim, a 52-year-old man who had a gunshot wound to one arm, was taken to a hospital for treatment of injuries that were not believed to be life-threatening. The victim told police he had been shot at 6:50 p.m. in the 2100 block of Phaup Street by an unknown assailant.

First Precinct Officers Shawn McNeil and Chad Collins were recently patrolling on North 22nd Street when a citizen flagged them down and pointed out a man who appeared to be breaking into a residence. As the officers investigated, the suspicious man ran away. With the help of Officer Kevin Hyde, the officers caught the man. Upon further investigation, officers found a handgun near the residence and charged the man with burglary and possession of a firearm by a convicted felon.

Few details are yet available, but police say the child suffered live-threatening injuries. Police are now on-scene in the 1500 block of N. 20th St. [VIA]

Richmond police were investigating an armed assault today that injured a man in the Fairfield Court public-housing project.The assault was reported at 1:09 p.m. at an apartment in the 2100 block of Fairfield Avenue, and initial calls were that a man had been shot in the head. The first officers on the scene said the victim was conscious, and it turned out he had been struck in the head with a rifle.

Of the 13 killings in the East End in 2011, 8 were located in public housing complexes or high-density low-income apartments adjacent to public housing. In June, three homeless individuals killed another homeless man in a vacant building on Oliver Hill Way. In August, a man was killed during an apparent robbery at the Chimbo Market. December saw a mysterious shooting that ended on 25th Street and the frightening Christmas Eve double shooting and kidnapping.

There were no killings in the Fulton/Montrose areas this year.

Suprisingly for a year that ended with a remarkably low body count, every month in 2011 saw at least one homicide in the city. Richmond has seen in recent years months without a killing: no one was killed in RVA in November 2009, or in February or June 2010. These remain the only such quiet months in at least the last 31 years.

Between 1982 to 2006, Richmond saw at least 63 killings (and often many more). The number started rising in the mid-1980s and jumped to 100 in 1988. The yearly toll stayed over 100 for 10 straight years, hitting 161 in 1994 and 140 in 1997. The count dipped back into the 70s, jumped towards 100 in 2004, and has fallen dramatically the past 5 years. The historic low of 32 was achieved in 2008, with 2009 close behind with 39.

On the way to a devastating body count of 161, 1994 saw 2 months with over 20 killings, and only one month in the single digits. The violence peaked in August 1994 when 25 killings left someone dead almost every day of that month. There were more people killed in July and August of 1994 than in all of 2011. There were an equal number of murders that April alone to the total of the first 8 months of 2011. There were more murders that year than in 2007, 2008, 2009, and the 1st half of 2010 combined. It was rough, to say the least.

Richmond Police arrested Jamal Clemons today, Monday December 26th, in the 2800 block of Bethel Street in Whitcomb for the fatal double shooting and kidnapping on the 800 block of 35th Street early Christmas Eve evening. Clemons shot two people to death and then took off in a vehicle that had been left running outside, an SUV with 2-year-old Kaiden Burnside inside. The SUV was found later than evening with Kaiden inside, unharmed, near the Sir Moses Montefiore Cemetery in Fulton.

The two victims of the shooting were Edward Lee Bowmer Jr., 60, and Robin Sheryl Clapp, 56. Bowmer lived at a residence on North 35th Street. Clapp lived in the 7000 block of Brooks Hollow Parkway in Mechanicsville. Neither of the homicide victims is related to Kaiden Burnside.

These are the 12th and 13th killings in the East End in 2011. There have now been 37 total in Richmond this year. Last year there were 14 and 41, respectively. If there are no more killings this year, 2011 will be Richmond’s 2nd least deadly year since 1964 (bested only by 2008′s 32 killings), and likely the East End’s 3rd best year in the same time frame (bested by 2008′s 11 homicides and 2009′s 9 killings).

According to the Richmond Police Crash Team investigation, Bruce Lee Carter, 47, of Richmond was walking in the 400 block of North 8th Street around 2:15 a.m. when he was hit by a 2006 Mercury Milan. The driver of the Mercury Milan left the scene of the accident in the vehicle. Carter, who was found lying in the roadway, was taken to VCU Medical Center, where he died.

About 30 minutes after the accident, officers patrolling the Shockoe Bottom area observed a Mercury Milan with front-end damage traveling in the 1800 block of East Cary Street. The officers, alerted to the accident in which Carter was struck, quickly initiated a traffic stop to question the driver, identified as Andre U. Vaughan.

She was found in a car parked on N. 25th Street. She was taken to VCU Medical Center with what are being described as life-threatening injuries.

Police have blocked off 25th street between R Street and Venable Street as part of the investigation.

Police said the robbery was reported at 1:20 a.m. in the 2000 block of Creighton Road, where a man told officers he was confronted by two males, both of whom were wearing hooded sweatshirts and one of whom was brandishing a handgun.

First Precinct – Sector 111 NOVEMBER 2011

During the month of November, Sector 111 has experienced an increase in major crimes and a reduction in property crime. Our major crime numbers spiked with an increase in individual robberies. In the month of November, six individual robberies were reported. Due to the great work of First Precinct Detectives we were able to arrest two individuals who committed one of those robberies. First Precinct detectives are fervently working on solving the existing robberies.

Due to the vigilant work of citizens calling the police when they observe suspicious activity in their neighborhood as well as the officers’ response, we were able to achieve a 25% reduction in property crimes. This could not have occurred without the partnership between the community and the Richmond Police Department.

Earlier in the month of November, we called on you (The Sector 111 community) to assist in solving the “Front Porch Larcenies” throughout Sector 111, and not only did you answer the call; but was instrumental in developing the first suspect, Shelia Taylor (pictured below). In addition to arrest of Sheila Taylor for the “Front Porch Larcenies,” FMT detectives and tactical officers were also able to arrest Ronald Powers and obtain a warrant for Jazmine Taylor, who are all offenders in the “Front Porch Larcenies.”

The victim, who was not identified, was taken to VCU Medical Center, where he was being treated for injuries police said were not life-threatening.

But shooting a gun on your own property, just for the heck of it? That’s OK. At least, for now. Richmond’s laws don’t prohibit discharging a firearm on private property, Councilman Charles Samuels told residents of his north-central 2nd District last week.

Richmond police said they began receiving multiple reports of gunshots about 8:30 p.m., first at North 22nd and Carrington streets and then in the 600 block of North 35th Street.

November 27th at approximately 5:45PM I witnessed several teenagers on our block beating my neighbor’s car window with a baseball bat. We called RPD and several neighbors chased the kids back into the woods that lead down to the apartments off Jennie Scher and Government. We need help identifying these kids as they are believed by the cops to have done a lot more damage in the past few weeks. There were 6 African American individuals, one female & the rest were male. The female was holding the bat and several of us have noticed her in the neighborhood recently.

Richmond Police needs the public’s assistance identifying a man found deceased on Nov. 23.

Around 9:30 a.m. Wednesday, a man was found deceased in a wooded area near the 2000 block of Mecklenburg Street in the Whitcomb neighborhood. There was no identification on his body and no signs of foul play.

The deceased is a black male between 20 and 30 years of age. He was wearing a long-sleeve black shirt, blue jeans and black boots. His hair is dreadlocked. He has an old scar on his forehead and his left wrist was bandaged.

Conrad isn’t the only one. Between August and November, fifteen similar larcenies were reported. The Richmond Police Department cracked the case thanks to a citizen tip. He saw one of the suspects take a package off the porch and open it, then he called police.

Lt. Cynthia Riley said the investigation snowballed linking three people to the thefts. Ronald Powers and Sheila Taylor are facing grand larceny charges, while Jazmine Taylor is still on the loose.

Two adult males were found suffering from gunshot wounds and were transported to VCU Medical Center with injuries that are not considered life threatening.

Detectives and investigators worked through the night developing leads. At one point in the investigation, detectives believed Adams might be occupying a room in the Jefferson Davis Motel located in the 3300 block of Jefferson Davis Highway. The SWAT team and Negotiators were called to the scene to safely move guests from the area and to search for Adams. Adams was not at the location.

Throughout the morning, investigators were receiving additional information from the community. At approximately 9:30 a.m. they located Adams in a residence in the 2500 block of Lamberts Avenue. He was arrested without incident.

“I think it’s just random. I don’t think it’s personal. I think we’re close to the housing developments. Kids come through here, coming to and from school, and I guess on the weekends they’re out hanging late and I guess just having reckless fun,” said Jackson.

Two homes on Hildreth are still boarded up from the vandalism this summer. Neighbors are looking to police to help solve a problem they said has gone on far too long.

On 10-8-11 there was a homicide in the area of 2005 Creighton Rd. This case is still under investigation.

Note that none of homicides are related and they are not random.

Police said they began receiving calls for reports of gunfire in the area of North 19th and Phaup streets shortly after 1:30 p.m., and officers responding to the scene found a man with a gunshot wound in the 2100 block of North 20th Street. The man had been struck in one arm, police said.

Richmond police Capt. Paul Kiniry said neither man was injured in the robbery, which occurred at 1:38 p.m. when the two were approached by a pair of young men who engaged them in conversation before one pulled out a black handgun. The robbers took the wallet of one of the men before fleeing on foot.

This has been confirmed by Richmond Police as a homicide investigation. This killing is the 10th in the East End in 2011 and #30 for Richmond.

I had a fed ex package delivered on 9/23 & left on my porch. Never received it. It’s presumed stolen. Also have not received at least 1 USPS package & a card with a personal check & I’m now thinking they were stolen as well. I talked to RPD this week & the USPS to file reports. The officer finishing my report today said that there’s been a recent increase in package theft from the Church Hill area.

I’ve gotten a few similar submissions over the past few weeks.

The victim told police a dark-colored Cadillac sedan drove past them several times before an unknown black male got out and announced that it was a robbery. The victim told police he and his girlfriend began running away, and they heard several gunshots before he realized he had been struck in the foot.

Three males reported they were shot by unknown person(s). Their injuries are not life-threatening.

The man told officers he and a friend were in the [1400 block of Jennie Scher Road] looking for an acquaintance when three males approached them and one hit him in the head with a handgun before taking money and his cell phone. Martin said the man told officers the three suspects then got into the victims’ 2000 Nissan Altima and drove from the scene.

This is the 6th homicide so far in 2011 in the Richmond Police Sectors 111/113, and #22 for Richmond. Last year at this time, the East End has seen 10 killings (9 in 2009, 9 in 2008).

I’m living on 25th St. now (in between Grace and Franklin) and heard about 8 solid gunshots early this morning at around 1:30am that sounded really close by. I’ve talked to a couple of my neighbors this morning and they heard the same thing — as far as Marshall St.
