According to the <a href="https://p1pe.doe.virginia.gov/reportcard/report.do?division=123&#038;schoolName=178">VDOE Report Card for the school (PDF)</a>, only 50% of Armstrong HS students graduate after 4 years. Franklin Military <a href="https://p1pe.doe.virginia.gov/reportcard/report.do?division=123&#038;schoolName=210">graduates 94% after 4 years (PDF)</a>. These numbers compare to <a href="https://p1pe.doe.virginia.gov/reportcard/report.do?division=123&#038;schoolName=All">59% for all of RPS (PDF)</a> and 86% statewide.

A press release went out from VDOE today touting the rise in statewide graduation rates:
</p>
<blockquote><p>
Virginia’s on-time high school graduation rate rose one point this year to 86.6 percent, and the statewide dropout rate fell one point to 7.2 percent, according to data reported today by the Virginia Department of Education (VDOE). Fifty-five percent of the diplomas earned by 2011 graduates were Advanced Studies Diplomas.</p>
<p>The 2011 on-time graduation rate expresses the percentage of students who were first-time ninth graders during the 2007-2008 school year and earned a Board of Education-approved diploma within four years. On-time graduation has increased by 4.5 points since 2008, the first year VDOE reported graduation rates for the state, school divisions and high schools based on student-level data that fully account for student mobility, promotion and retention.</p>
<p>&#8220;A one-point increase in the graduation rate means that nearly 1,000 more young Virginians are beginning their adult lives with the diploma they need to pursue further education and training or an entry-level job,&#8221; Superintendent of Public Instruction Patricia I. Wright said. &#8220;The progress our schools have made in raising graduation rates is due the efforts of hundreds of teachers, counselors, principals and other educators across the commonwealth who refused to give up on even the most challenging students.&#8221;

Seven city high schools showed gains from last year’s report, including a 13 percent jump at George Wythe which saw its rate increase from 68.67 percent to 81.45 percent. Other Richmond City schools that posted gains include: Open High, 95.83 percent to 100 percen<strong>t; Franklin Military, 90 percent to 93.75 percent</strong>; Thomas Jefferson, 85.78 percent to 88.06 percent; Huguenot, 82.49 percent to 84.59 percent, John Marshall, 74.79 percent to 75.42; and<strong> Armstrong, 61.42 percent to 69.29 percent</strong>.</p>

The Virginia Department of Education <a href="http://www.doe.virginia.gov/news/news_releases/2010/sep15.shtml">today released the 2010-2011 accreditation numbers based on last year’s Standards of Learning (SOL) scores</a>. For the 3rd year in a row, all of the neighborhood schools are fully accredited (<A href="http://chpn.net/news/2009/09/16/all-neighborhood-schools-fully-accredited_9228/">2009</a>, <a href="http://chpn.net/news/2008/09/25/all-neighborhood-schools-expected-to-be-fully-accredited_2333/">2008</a>). Statewide 98% of schools are accredited, and <a href="https://spreadsheets.google.com/ccc?key=0ApVvtXHLXBhvdHNJOGl5OVFfVklBaG5wam52T3Z2TGc&#038;hl=en#gid=0">all Richmond Public schools are accredited</a>.

For the first time since the state began its Standards of Learning (SOLs) testing program, every Richmond City school has earned full accreditation based on achievement standards in English, mathematics, history and science. The results, announced today by School Superintendent Dr. Yvonne Brandon, signal a remarkable pattern of achievement by the city school district, according to school officials.</p>
<p>“I am so proud to serve as superintendent of a school district that has demonstrated such growth in student achievement in the past few years,” said Dr. Brandon. “In 2002-2003, just eight years ago, only 19 percent of our schools were fully accredited. Today, that number stands at 100 percent. Without question, our latest SOL scores demonstrate that Richmond Public Schools has delivered on its promise to provide a world-class education for all students. The report is truly a testament to the district’s outstanding teachers, hard-working students and dedicated parents. It’s a shared accomplishment of which we can all be proud.”</p>
<p>To be fully accredited, middle and high schools must have a pass rate of at least 70 percent in all four subject areas. Elementary schools must achieve a combined pass rate of at least 75 percent on English tests for students in grades three through five; a pass rate of at least 70 percent in mathematics, fifth-grade science and fifth-grade history; and a pass rate of at least 50 percent in third- grade science and history.

The <a href="http://www.doe.virginia.gov/news/news_releases/2010/aug12.shtml">Virginia Department of education has announced</a> that 5 of the 8 neighborhoods schools (62%) made Adequate Yearly Progress (AYP) towards the No Child Left Behind (NCLB) objectives during 2009-2010. Both Armstrong HS and MLK MS missed the target for the 2nd year, and were joined this year by the Franklin Military Academy. Statewide, 60% of schools made AYP, while 28 of 47  (59%) Richmond schools open last year made the mark.

<p>
The percentage of schools attaining the ever-increasing standards needed to make AYP are down this year from 71% of schools statewide and 78% across the city last year. This drop <a href="http://chpn.net/news/2009/08/13/100-of-neighborhood-schools-make-ayp-86-city-wide-2_7933/">was not entirely unexpected</a>.
</p>
<p>
THe RTD <a href="http://www2.timesdispatch.com/news/local-education/2010/aug/12/va-schools-decline-no-child-left-behind-performanc-ar-423562/">is reporting</a> that all of the local districts saw a drop:
</p>

In the metro Richmond area, Hanover, Chesterfield, Henrico, Petersburg and Richmond saw declines in their scores.<br />
    —Hanover: 19 of 23 schools made AYP this year compared to 21 of 23 last year<br />
    —Chesterfield: 36 of 61 made AYP this year, compared to 49 of 63 last year<br />
    —Henrico: 36 of 67 made AYP this year, compared to 52 of 67 last year<br />
    —Richmond: 28 of 45 made AYP this year, compared to 35 of 47 last year<br />
    —Petersburg: 0 of 7 made AYP this year, compared to 4 of 7 last year

<p>
For a school or school division to make AYP under the federal education law, it must meet or exceed a series of requirements and objectives. A school or school division that falls short on a single requirement or objective is not considered to have made AYP.
</p>
<p>
Meeting AYP is different than being accredited by the state. Accreditation is based on meeting testing requirements that are standard across the state and set by the Virginia Department of Education. AYP is a piece of the 2001 <a href="http://en.wikipedia.org/wiki/No_Child_Left_Behind_Act">No Child Left Behind Act (NCLB)</a>.

Six of the eight East End schools met this years AYP benchmarks. All of the neighborhood elementary schools and Franklin Military Academy <a href="http://www.doe.virginia.gov/VDOE/src/ayp.shtml">met the adequate yearly progress (AYP) standards</a> of No Child Left Behind, while MLK Middle School and Armstrong HS did not. <a href="http://www.doe.virginia.gov/VDOE/NewHome/pressreleases/2009/aug13.html">71% of schools statewide</a> and 78% across the city met their targets for the year.

<p><span id="more-7933"></span></p>
<p>
For a school or school division to make AYP under the federal education law, it must meet or exceed a series of requirements and objectives. A school or school division that falls short on a single requirement or objective is not considered to have made AYP.
</p>
<p>
These requirements include objectives for participation in state-wide standardized testing in reading and mathematics, achievement in these subjects, and attendance (ES and middle schools) or graduation (high schools). A minimum of 95 percent of students overall must participate in reading and mathematics testing, and 95 percent of students in each of the following subgroups also must take state assessments in these two subjects: white, black, Hispanic, students with disabilities, economically disadvantaged students, and students with limited English proficiency. Students may be counted in more than one subgroup. Students overall and in each subgroup must meet the annual measurable objectives (AMO) for proficiency in reading and mathematics or reduce the failure rates on tests in reading and mathematics by at least ten percent. Schools and school divisions also must meet annual objectives for progress on other indicators of academic achievement.
</p>
<p>
Meeting AYP is different than <a href="http://chpn.net/news/2008/09/25/all-neighborhood-schools-expected-to-be-fully-accredited_2333/">being accredited</a>. The targets for school or systems AYP were initially set in relation to an individual school&#8217;s baseline performance and get progressively more stringent each year. Schools in a school system as highly regarded as Chesterfield County <a href="http://www6.lexisnexis.com/publisher/EndUser?Action=UserDisplayFullDocument&#038;orgId=574&#038;topicId=25066&#038;docId=l:992637833&#038;isRss=true">are expected to have difficulty making AYP as the requirements get tighter and tighter</a>. More locally, for example, Fox Elementary in <a href="http://fanofthefan.com/">the Fan</a> did not make AYP this year. Accreditation is based on meeting testing requirements that are standard across the state.

Included were a number of precursors to our current crop of community blogs, including the mid-1960s <i>The Citizen</i>.

While <i>The Citizen</i> covered stories from around the city, their purely local focus and civic interest shares as much with the community blogs as the more regional <i>Times-Dispatch</i>. It would be great to have the available run of <i>The Citizen</i> digitized and searchable.

This free week-long camp for boys and girls ages 9-13 will run 9AM-noon Monday July 27-Friday July 31 at Armstrong High School. Participants will receive free breakfast and lunch, basketballs expert instruction, t-shirts, school supplies and awards. Each camp will include 100 students. This will be the camps third year in Richmond.

Openings are available on a first-come, first served basis.

In addition, there is a Petersburg Camp to be held: MONDAY, JULY 27, 2009 â€“ THURSDAY 30, 2009 &#8211; 1:00 P.M. â€“ 4:00 P.M. &#8211; Petersburg High School; 3101 Johnson Road.

Champions Youth Developmental Basketball Camp (CDBC) began in Petersburg in 2005 and focuses on holistic skills development, including: Basketball, Academic, Life and Leadership (BALL). CDBC is produced by the nonprofit organization, Friends Helping Friends, Petersburg Department of Parks and Leisure Services, and through the leadership of Director Tami Yerby, and Camp Director Dr. Leon Wright Bey of Virginia State University, who previously served as Virginia State University&#8217;s (VSU) Womenâ€™s Basketball Coach and Athletic Director.
</p>
<p>
In addition to the support provided by  a variety of sponsors, key to the success of these camps is the help of numerous high school and collegiate basketball coaches; current/former athletes, educators, administrators, entrepreneurs, and community leaders, who serve as clinicians, motivational speakers, and support staff.
</p>
<p>
Assistance in bringing this camp to Richmond included, but was not limited to, support from Richmond City Councilman Marty Jewell, Central 5th District; Richmond Department of Parks and Recreation; Randy Ashe, Athletic Director, Richmond City Public Schools&#8217; Armstrong High School (AHS); Darryl Watts, AHS Head Coach for Boy&#8217;s Basketball; and former local high school and Virginia State University Head Football Coach, Lou Anderson. Support for this yearâ€™s camp is also being provided by Richmond City Councilwoman Betty Squire, East End 7th District.</p>

In September 1952, Armstrong High School moved to its present location on Church Hill, adjacent to Oakwood Cemetery.  The new building (42 classrooms, shops, homemaking and commercial education rooms, auditorium, gymnasium, cafeteria, and library) made it possible to offer an expanded and more comprehensive curriculum to the students in grades 7-12.  (Graves Junior High School was then organized at the West Leigh Street site.)</p>
<p>Once again, Armstrong&#8217;s new quarters were immediately crowded, subsequently leading to the use of modular classrooms and a system of staggered openings/closings.  Therefore elementary schools were soon forced to retain the seventh grade, and the eighth grade was diverted to the East End building when it became available.</p>
<p>Renovations in 1966 enlarged Armstrong&#8217;s kitchen and cafeteria; a two-phase air conditioning program was carried out in 1969 and 1982.</p>
<p>In October 1980, the School Board granted the request of the East End Think Action Committee to name the Armstrong gymnasium for an Armstrong graduate and long-time coach, the late Maxie Cleveland Robinson. [...]</p>
<p>In Summer 2004, the school board issued a consolidation work plan for East-End area schools. Armstrong was one of the schools included in this consolidation. Armstrong High School has been combined with John F. Kennedy High School, located on 2300 Cool Lane, and now goes by New Armstrong.

The Virginia Department of Education <a href="http://www.doe.virginia.gov/VDOE/src/ontime_grad_rate.shtml">today released state-level, division-level and school-level  reports</a> that detail outcomes for students who entered the ninth-grade for the first time in 2004 and were scheduled to graduate in the spring of 2008.

RPS had a 65.9% graduation rate and a 16.2% dropout rate. Armstrong HS had a 56.1% on-time graduation rate and a 16.2% dropout rate. Franklin Military Academy had an amazing 98.4% on-time graduation rate and shows no drop-outs. FMA trailed only the nationally-lauded Open High and Community High, both of which had 100% on-time graduation rates. <a href="http://chpn.net/news/wp-content/uploads/2009/03/cohort_school_results_2008-chpmn.html">(more detail for Armstrong &#038; Franklin)</a>

<p>
Statewide, of the 96,152 students in the cohort, 8,347, or 8.7 percent, dropped out; 0.4 percent were reported as being on long-term medical or family leave or expelled for one year with the potential of returning to school; and the status of two percent could not be determined with current state data.Ã‚Â  A student whose status is unconfirmed is not counted as a dropout until it is established that he or she is not enrolled in another public or private school or receiving home instruction.
