North 25th and East Marshall Streets

There used to be more.

Once there was a break-in and the owner (I assume) painted a notice on the front about the break-in and requested any witnesses to call him with information. “Be a Hero!” Then a woman painted a mural over the break-in notices and integrated the notices into the mural. The gray-painted plywood over the storefront windows? That’s where the mural was. There was a blue sky with puffy clouds, a black Jesus Christ superhero flying downward (“Saints ain’t all ascendin’”), and small portraits of Rosa Parks, Martin Luther King Jr. and others. Then that was painted over. “Call you-r hero” and a bit of the blue sky in the coffering over the entry are all that remain. Except that recently the “Call you-r” and “Hero” panels have been removed.

Jones again dangles the idea of a grocery store on 25th Street

At his presentation to the Greater Richmond Chamber this past Thursday at St.John’s Church, Mayor Jones touched on a number of topics, including building seeing a grocery store built at 25th and Nine Mile roads:

The city wants to draw more businesses, especially small retailers and a grocer, to the East End. Peter H. Chapman, the city’s deputy chief administrative officer for economic and community development, said after the mayor’s speech that the city is still working to draw those companies to the East End, especially along North 25th Street and Nine Mile Road.

Chapman said that visit will occur no later than the fall and that a decision will be made on which grocer to work with at the intersection of 25th Street and Nine Mile by the end of 2012.

The first mention on CHPN of this grocery store was almost exactly 6 years ago. At a 7th District Meeting in 2006 hosted by then-city council person Delores McQuinn, we were given a timetable that would have seen the store open for business years ago:

No specific timeline is currently available, though the project is intended to be underway sooner rather than later – more towards 2 years than 5 or 10. An audiance member pointed out that a similar clearing had happened in Fulton Bottom 40 years ago, and that there was still vacant land.

Last May, we reported that the former Sunny Market (which I’ve since heard referred to as also as the former “Siegal Market” – anybody got an era on that?) had been sold for just over $2 million. Since they started punching holes in the walls, I’ve been getting tons of email questions about the project, here is what I know: reader comments at the time reported rumor that the site was to be a dialysis center, rumor which was recently confirmed by the description on the active building permits.

Jazz coming to 25th Street

Deandre Johnson’s O.M.G.Cafe is working on expanding into the attached space next door to create another environment called Jazz. The new extended space will serve the same menu as O.M.G. and will feature live music Thursday-Saturday. Johnson aims to have Jazz open on the 1st Saturday in December.

In related news, the opening date for Johnson’s Southern Comfort on Jefferson Avenue has been bumped back to January as the build-out of the space is ongoing.

The Bromo-Seltzer/A.W.Broaddus sign on the side of 623 North 25th Street is being restored again. The sign was uncovered in 2005 when the stucco was removed from the former fish market, restored at that time, and had since begun to peel quite badly.

East End Library celebrates Youth Art Month

The East End Library at 25th and R Street will be celebrating Youth Art Month on Thursday, March 3 at 4PM. The Fairfield Elementary Wind Ensemble (about 25 kids) will be performing, and there will be refreshments. Artwork from the students of Bellevue, Chimborazo, Fairfield Court, George Mason, Woodville, MLK MS, Armstrong HS and Franklin Military will be on display throughout the month.

Offering is looking for some paint:

A few years ago Offering started pioneering a new venture called Arts in the Alley – take a downtown, or inner-city alley, one that needs some loving attention, clean it up with the help of volunteers on a Saturday, then host an arts festival and paint murals on the walls of the alley. We created outdoor art galleries in Shockoe Bottom in 2008, in Beijing China in 2009, and now we are heading into Church Hill on March 12 and 13.

We have a location (Mount Olivet Church on 25th Street), we have mural designs, and we have volunteers (email us if you are interested!) – but we need paint! Or rather, sponsors for paint. A gallon of double duty primer/paint costs around $30 (we buy in bulk at that point), and a gallon of paint $38. We need 15 gallons of primer/paint and 15 gallons of paint, totaling about $1000. So: we are looking for paint sponsors: 15 people to sponsor a gallon of primer, and another 15 people to sponsor a gallon of paint. Can you help? 25th Street to be closed for a month

The intersection of 25th Street, M Street and Jefferson Avenue will be closed Monday, January 24 through February 24:

Construction begins Monday on modification of the truck apron at each intersection into the roundabout. The work will begin at the northern intersection of 25th Street and M Street, and progress counterclockwise through the intersections. Each intersection will be closed while construction is underway.

Legal gambling on 25th Street

This internet cafe is legal gambling on 25th Street, though maybe not for long.

An Independent Weekly article on the phenomena describes how it works:

As census data and visits to the sweepstakes cafes show, these businesses are often located in neighborhoods where people have little to spend and a lot to lose. Ultimately, the house always wins.

Because of a skillful and deliberate parsing of the law, Internet gambling is legal, whereas its video machine counterpart is not. Players “buy time,” on the computers, and players win credits in the online sweepstakes that are then transferred back into cash. Unlike slot machines, prizes are paid to winners based on predetermined sweepstakes systems, not by chance. That’s the loophole.

Here at 1111 North 25th Street, $5 gets you 30 minutes of internet time (which is free across the street at the East End Library). You can also put some money on a card and get to gamblin’. There are at least 15 computers. The back is the smoking section. They are open M-SAT 10AM-midnight and noon-midnight on Sunday.

Tickets for not moving cars for street cleaning that doesn’t happen

A reader writes in looking for some clarification on street cleaning and ticketing…

There are signs on 25th that tell you that you can’t park on certain mornings for street cleaning.

When we first moved here, we religiously moved our cars each night to the appropriate side of the street. We never got a ticket on those nights we forgot and street cleaning rarely happened. When it did occur, it was late at night, often between midnight and 2am (NOT the designated time we were made to move our cars.)

So, after realizing about a year in that no one was ticketing we stopped moving the cars.

Then 3.5 years later, this past summer, we see a meter person ticketing out front. He tells us a neighbor called to complain about the streets never getting cleaned. We got a ticket. We were able to get out of it, but have been moving the cars back and forth again ever since.

If you have read this far, hold on. I’m almost to the point.

Well, this morning at 7:15, they were out ticketing again, on 25th I saw them, right across from Que Pasa.

Problem is, they never cleaned the streets yesterday (or any day in recent months) and didn’t come today to clean either. Seems wrong to be driving through ticketing but not actually cleaning.

Thought you might have a way to contact someone or give me some insight in who to approach with this.

We also hope you’ve had a chance to see the Roundabout Tree decorated in all of it’s awesomeness. Again many thanks to the group of people who helped with the decorations, especially in the REALLY cold, windy weather. If you haven’t seen the tree yet, you better check it out soon because it’s now time to undecorate it. With that being said, we’d like to invite volunteers to assist with the undecorating. If you’re interested, please join us next Wednesday January 12th at 7:00 PM at the tree (intersection of N. 25th St. and M St.). Folks with tall ladders are especially welcome. An email from Enrique Burgos of the city’s Transportation Engineering Division says that new lights are coming to the intersection of 25th and Leigh Streets (the frequent location of fairly serious car accidents):

As a temporary solution, we are going to be changing the existing 8” signal heads to 12”. The new signal heads will be also LED, which are brighter than the existing incandescent bulbs in this intersection. Also, warning signs alerting the signal ahead will be installed.

Our goal is to have by August 2011 a design ready to install mast arm poles with overhead signals. This will improve the safety on motorists and pedestrians.

New restaurant at old Que Pasa?

There is a contract in on the old Que Pasa building, by the same folks that own the building that houses Captain Buzzy’s. The best part? The folks looking to acquire the building are talking to the experienced and talented Kendra Feather (of Fan favorites Ipanema and Garnett’s Cafe) about opening a new restaurant at the 25th Street location.

One potential issue is that the opening of Que Pasa was reliant upon a Special Use Permit (for a parking waiver). A clause in the original SUP causes it to expire with the sale of the building.

To open a new restaurant at this location, Feather will need a new SUP and the support of the community. Of this, she says:

I do want to have a full service restaurant that is open normal hours. I would like to have the same hours Que Pasa had. I would also like to serve alcohol. [...]

I don’t want to open a place that the neighbors don’t want. That wouldn’t make any sense. I want it to be a place they will be proud to have.
