We created outdoor art galleries in Shockoe Bottom in 2008, in Beijing China in 2009, and now we are heading into Church Hill on March 12 and 13.

A gallon of double duty primer/paint costs around $30 (we buy in bulk at that point), and a gallon of paint $38. We need 15 gallons of primer/paint and 15 gallons of paint, totaling about $1000. So: we are looking for paint sponsors: 15 people to sponsor a gallon of primer, and another 15 people to sponsor a gallon of paint. Can you help? As census data and visits to the sweepstakes cafes show, these businesses are often located in neighborhoods where people have little to spend and a lot to lose. Ultimately, the house always wins.</p>
<p>Because of a skillful and deliberate parsing of the law, Internet gambling is legal, whereas its video machine counterpart is not. Players &#8220;buy time,&#8221; on the computers, and players win credits in the online sweepstakes that are then transferred back into cash. Unlike slot machines, prizes are paid to winners based on predetermined sweepstakes systems, not by chance. That&#8217;s the loophole.

<p>
Here at 1111 North 25th Street, $5 gets you 30 minutes of internet time (which is free across the street at the East End Library). You can also put some money on a card and get to gamblin&#8217;. There are at least 15 computers. The back is the smoking section. They are open M-SAT 10AM-midnight and noon-midnight on Sunday.</p>

There are signs on 25th that tell you that you can&#8217;t park on certain mornings for street cleaning.</p>
<p>When we first moved here, we religiously moved our cars each night to the appropriate side of the street. We never got a ticket on those nights we forgot and street cleaning rarely happened. When it did occur, it was late at night, often between midnight and 2am (NOT the designated time we were made to move our cars.)</p>
<p>So, after realizing about a year in that no one was ticketing we stopped moving the cars.</p>
<p>Then 3.5 years later, this past summer, we see a meter person ticketing out front. He tells us a neighbor called to complain about the streets never getting cleaned. We got a ticket. We were able to get out of it, but have been moving the cars back and forth again ever since.</p>
<p>If you have read this far, hold on. I&#8217;m almost to the point.</p>
<p>Well, this morning at 7:15, they were out ticketing again, on 25th I saw them, right across from Que Pasa.</p>
<p>Problem is, they never cleaned the streets yesterday (or any day in recent months) and didn&#8217;t come today to clean either. Seems wrong to be driving through ticketing but not actually cleaning.</p>
<p>Thought you might have a way to contact someone or give me some insight in who to approach with this.</p>
<p>Here are some pics from 4:30 pm on Tuesday (today) after multiple people got tickets but no clean streets.</p>

<p>We also hope you&#8217;ve had a chance to see the Roundabout Tree decorated in all of it&#8217;s awesomeness.  Again many thanks to the group of people who helped with the decorations, especially in the REALLY cold, windy weather.  If you haven&#8217;t seen the tree yet, you better check it out soon because it&#8217;s now time to undecorate it.  With that being said, we&#8217;d like to invite volunteers to assist with the undecorating.  If you&#8217;re interested, please join us next Wednesday January 12th at 7:00 PM at the tree (intersection of N. 25th St. and M St.).  Folks with tall ladders are especially welcome. An email from Enrique Burgos of the city&#8217;s Transportation Engineering Division says that new lights are coming to the intersection of 25th and Leigh Streets (the frequent location of fairly serious car accidents):
</p>

As a temporary solution, we are going to be changing the existing 8” signal heads to 12”. The new signal heads will be also LED, which are brighter than the existing incandescent bulbs in this intersection. Also, warning signs alerting the signal ahead will be installed.</p>
<p>Our goal is to have by August 2011 a design ready to install mast arm poles with overhead signals. This will improve the safety on motorists and pedestrians.

There is a contract in on the old Que Pasa building, by the same folks that own the building that houses Captain Buzzy&#8217;s. The best part? The folks looking to acquire the building are talking to the experienced and talented Kendra Feather (of Fan favorites <a href="http://www.ipanemaveg.com/">Ipanema</a> and <a href="http://www.garnettscafe.com/">Garnett&#8217;s Cafe</a>) about opening a new restaurant at the 25th Street location.

One potential issue is that the opening of Que Pasa was reliant upon a Special Use Permit (<a href="http://chpn.net/news/2007/04/25/it-was-better-as-a-fish-market_799/">for a parking waiver</a>). A clause in the original SUP causes it to expire with the sale of the building.
</p>
<p>
To open a new restaurant at this location, Feather will need a new SUP and the support of the community. Of this, she says:
</p>

 I do want to have a full service restaurant that is open normal hours. I would like to have the same hours Que Pasa had. I would also like to serve alcohol. [...] </p>
<p>I don&#8217;t want to open a place that the neighbors don&#8217;t want. That wouldn&#8217;t make any sense. I want it to be a place they will be proud to have.

Elizabeth Plater-Zyberk of <a href="http://www.dpz.com/">Duany Plater-Zyberk</a> presented East End Transformation Plan to a packed house at the Robinson Theater on Monday evening. Based on multiple sessions over the past week with all sorts of civic, social, and governmental groups, as well as citizen input, the plan illustrates what a healthy, thriving 25th Street and Nine Mile corridor would look like, and some of what it would take to get there.

The RTD <a href="http://www2.timesdispatch.com/rtd/news/local/article/EASTGAT07_20100607-212001/349660/">has a write-up</a> which quote both Rosalene Bullock  and Mary Thompson and gives a good overview:

In colorful drawings shown to about 400 people gathered at the Robinson Theater, planners suggested the intersection of 25th, Nine Mile and Fairmont Avenue could be turned into a &#8220;town center.&#8221; Replacing a swath of vacant property, a discount store and a Laundromat could be a new library and grocery store overlooking a traffic circle or roundabout with a gurgling fountain. [...]</p>
<p>In addition, the study suggested reducing the Martin Luther King Jr. Memorial Bridge from six to four lanes and using the extra space to provide improved landscaping with planters and access for pedestrians and bicyclists. It identified a mix of possible uses, including a YMCA, career and technical education center, daycare and community kitchen, for the former Armstrong High School building on North 31st Street.

<a href="http://www.bonsecoursgoodsharing.org/">Bon Secours</a> has launched <a href="http://www.bonsecoursgoodsharing.org/eastendvision/">a blog</a> for the upcoming <a href="http://chpn.net/news/tag/east-end-transformation-charrette/">East End Transformation Charrette</a>. So far: <i><a href="http://www.bonsecoursgoodsharing.org/eastendvision/about/what-is-a-charrette/">What is a Charrette?</a></i> and <i><a href="http://www.bonsecoursgoodsharing.org/eastendvision/news/mayorjoneswelcome/">A Welcome from Mayor Jones</a></i>. They&#8217;ve also set up <a href="http://www.facebook.com/pages/Richmond-East-End-Vision/128870223795372">a companion Facebook page for the blog</a> and suggest using <a href="http://search.twitter.com/search?q=%23eevric">#eevric</a> as a twitter tag for the process.

The East End Transformation Charrette will focus on the 25th Street and Nine Mile Road corridors, previosuly declared by Mayor Jones to be “a top priority for redevelopment and revitalization”. The process will be facilitated by Duany Plater-Zyberk &#038; Company, “a major leader in the practice and direction of urban planning”.

From the Mayor&#8217;s <a href="http://chpn.net/news/2010/04/21/east-end-transformation-charrette-announced-for-early-june_13262/#comment-174988">April press release</a>:
</p>

“The goal is the development of a vision to guide transformative social, educational, and physical changes within the East End Planning District,” said Mayor Jones. “This is an important undertaking that can lead to revitalized housing as well as increased educational and economic opportunities.”</p>
<p>The public engagement of East End community members, small business owners, public housing residents, and other stakeholders is expected to provide information for the completion of grant applications for two key federal initiatives – the Promise Neighborhoods Initiative and the Choice Neighborhoods Initiative. Successful applications would result in multi-million-dollar support for city initiatives for neighborhood enhancement along and near 25th Street and the Nine Mile Road corridor.

The process kicks off on Wednesday, June 2 with an  Opening Presentation from 5–6:30PM at the Robinson Theater. Other key moments in <a href="http://www.bonsecoursgoodsharing.org/eastendvision/schedule/">the schedule</a> include the Studio Open House from 6–8PM at the Family Resource Center on Thursday,  June 3, and the Closing Presentation from 5–6:30PM on Monday, June 7, at the Robinson Theater.
