She was found in a car parked on N. 25th Street. She was taken to VCU Medical Center with what are being described as life-threatening injuries.

Police have blocked off 25th street between R Street and Venable Street as part of the investigation.

Jazz coming to 25th Street

Deandre Johnson’s O.M.G.Cafe is working on expanding into the attached space next door to create another environment called Jazz. The new extended space will serve the same menu as O.M.G. and will feature live music Thursday-Saturday. Johnson aims to have Jazz open on the 1st Saturday in December.

In related news, the opening date for Johnson’s Southern Comfort on Jefferson Avenue has been bumped back to January as the build-out of the space is ongoing.

The Church Hill Bargain and Thrift has opened at 1111 North 25th Street, in what was until recently the Church Hill Internet Cafe. The building had previously housed The Tasty Bake bakery from 1974 until a few years ago.

I’m living on 25th St. now (in between Grace and Franklin) and heard about 8 solid gunshots early this morning at around 1:30am that sounded really close by. I’ve talked to a couple of my neighbors this morning and they heard the same thing — as far as Marshall St.

Built in 1890, 623 North 25th Street is “one of the largest commercial buildings” in the historic districts in Church Hill. The building appears to have begun life as a boarding house, and has since progressed through a number of commercial uses on the lower level. The upstairs has been a separate address since at least the mid-1930s.

The Bromo-Seltzer/A.W.Broaddus sign on the side of 623 North 25th Street is being restored again. The sign was uncovered in 2005 when the stucco was removed from the former fish market, restored at that time, and had since begun to peel quite badly.

East End Library celebrates Youth Art Month

The East End Library at 25th and R Street will be celebrating Youth Art Month on Thursday, March 3 at 4PM. The Fairfield Elementary Wind Ensemble (about 25 kids) will be performing, and there will be refreshments. Artwork from the students of Bellevue, Chimborazo, Fairfield Court, George Mason, Woodville, MLK MS, Armstrong HS and Franklin Military will be on display throughout the month.

Offering is looking for some paint:

A few years ago Offering started pioneering a new venture called Arts in the Alley – take a downtown, or inner-city alley, one that needs some loving attention, clean it up with the help of volunteers on a Saturday, then host an arts festival and paint murals on the walls of the alley. We created outdoor art galleries in Shockoe Bottom in 2008, in Beijing China in 2009, and now we are heading into Church Hill on March 12 and 13.

We have a location (Mount Olivet Church on 25th Street), we have mural designs, and we have volunteers (email us if you are interested!) – but we need paint! Or rather, sponsors for paint. A gallon of double duty primer/paint costs around $30 (we buy in bulk at that point), and a gallon of paint $38. We need 15 gallons of primer/paint and 15 gallons of paint, totaling about $1000. So: we are looking for paint sponsors: 15 people to sponsor a gallon of primer, and another 15 people to sponsor a gallon of paint. Can you help? 25th Street to be closed for a month

The intersection of 25th Street, M Street and Jefferson Avenue will be closed Monday, January 24 through February 24:

Construction begins Monday on modification of the truck apron at each intersection into the roundabout. The work will begin at the northern intersection of 25th Street and M Street, and progress counterclockwise through the intersections. Each intersection will be closed while construction is underway.

Legal gambling on 25th Street

This internet cafe is legal gambling on 25th Street, though maybe not for long.

An Independent Weekly article on the phenomena describes how it works:

As census data and visits to the sweepstakes cafes show, these businesses are often located in neighborhoods where people have little to spend and a lot to lose. Ultimately, the house always wins.

Because of a skillful and deliberate parsing of the law, Internet gambling is legal, whereas its video machine counterpart is not. Players “buy time,” on the computers, and players win credits in the online sweepstakes that are then transferred back into cash. Unlike slot machines, prizes are paid to winners based on predetermined sweepstakes systems, not by chance. That’s the loophole.

Here at 1111 North 25th Street, $5 gets you 30 minutes of internet time (which is free across the street at the East End Library). You can also put some money on a card and get to gamblin’. There are at least 15 computers. The back is the smoking section. They are open M-SAT 10AM-midnight and noon-midnight on Sunday.

Tickets for not moving cars for street cleaning that doesn’t happen

A reader writes in looking for some clarification on street cleaning and ticketing…

There are signs on 25th that tell you that you can’t park on certain mornings for street cleaning.

When we first moved here, we religiously moved our cars each night to the appropriate side of the street. We never got a ticket on those nights we forgot and street cleaning rarely happened. When it did occur, it was late at night, often between midnight and 2am (NOT the designated time we were made to move our cars.)

So, after realizing about a year in that no one was ticketing we stopped moving the cars.

Then 3.5 years later, this past summer, we see a meter person ticketing out front. He tells us a neighbor called to complain about the streets never getting cleaned. We got a ticket. We were able to get out of it, but have been moving the cars back and forth again ever since.

If you have read this far, hold on. I’m almost to the point.

Well, this morning at 7:15, they were out ticketing again, on 25th I saw them, right across from Que Pasa.

Problem is, they never cleaned the streets yesterday (or any day in recent months) and didn’t come today to clean either. Seems wrong to be driving through ticketing but not actually cleaning.

Thought you might have a way to contact someone or give me some insight in who to approach with this.

Happy New Year! We hope you all have enjoyed your holidays and the snow.

We also hope you’ve had a chance to see the Roundabout Tree decorated in all of it’s awesomeness. Again many thanks to the group of people who helped with the decorations, especially in the REALLY cold, windy weather. If you haven’t seen the tree yet, you better check it out soon because it’s now time to undecorate it. With that being said, we’d like to invite volunteers to assist with the undecorating. If you’re interested, please join us next Wednesday January 12th at 7:00 PM at the tree (intersection of N. 25th St. and M St.). Folks with tall ladders are especially welcome. New stoplights coming to problem intersection

An email from Enrique Burgos of the city’s Transportation Engineering Division says that new lights are coming to the intersection of 25th and Leigh Streets (the frequent location of fairly serious car accidents):

As a temporary solution, we are going to be changing the existing 8” signal heads to 12”. The new signal heads will be also LED, which are brighter than the existing incandescent bulbs in this intersection. Also, warning signs alerting the signal ahead will be installed.

Our goal is to have by August 2011 a design ready to install mast arm poles with overhead signals. This will improve the safety on motorists and pedestrians.

New restaurant at old Que Pasa?

There is a contract in on the old Que Pasa building, by the same folks that own the building that houses Captain Buzzy’s. The best part? The folks looking to acquire the building are talking to the experienced and talented Kendra Feather (of Fan favorites Ipanema and Garnett’s Cafe) about opening a new restaurant at the 25th Street location.

One potential issue is that the opening of Que Pasa was reliant upon a Special Use Permit (for a parking waiver). A clause in the original SUP causes it to expire with the sale of the building.

To open a new restaurant at this location, Feather will need a new SUP and the support of the community. Of this, she says:

I do want to have a full service restaurant that is open normal hours. I would like to have the same hours Que Pasa had. I would also like to serve alcohol. [...]

I don’t want to open a place that the neighbors don’t want. That wouldn’t make any sense. I want it to be a place they will be proud to have.

Style Weekly this week gives the cover to the need for a grocery store at 25th and Nine Mile:

The effort to bring a grocery store to 25th and Nine Mile offers a case study in inner-city redevelopment: In the economically distressed corridor, retail development offers perhaps the greatest opportunity for revival. Low-barrier grocery jobs — such as clerks, stockers, baggers — offer potential employment to the unemployed. In addition to bringing much-needed everyday staples, such as milk, bread, meats and canned goods, grocery stores also serve as important community gathering places.

Overall, the article is very solid. My complaint is that it seems to paint the entire area as low income.

Tonight’s final presentation of the East End Transformation Charrette shared a vision of what could be for the 25th Street and Nine Mile Road corridors. Video & more…

Elizabeth Plater-Zyberk of Duany Plater-Zyberk presented East End Transformation Plan to a packed house at the Robinson Theater on Monday evening. Based on multiple sessions over the past week with all sorts of civic, social, and governmental groups, as well as citizen input, the plan illustrates what a healthy, thriving 25th Street and Nine Mile corridor would look like, and some of what it would take to get there.

The RTD has a write-up which quote both Rosalene Bullock and Mary Thompson and gives a good overview:

In colorful drawings shown to about 400 people gathered at the Robinson Theater, planners suggested the intersection of 25th, Nine Mile and Fairmont Avenue could be turned into a “town center.” Replacing a swath of vacant property, a discount store and a Laundromat could be a new library and grocery store overlooking a traffic circle or roundabout with a gurgling fountain. [...]

In addition, the study suggested reducing the Martin Luther King Jr. Memorial Bridge from six to four lanes and using the extra space to provide improved landscaping with planters and access for pedestrians and bicyclists. It identified a mix of possible uses, including a YMCA, career and technical education center, daycare and community kitchen, for the former Armstrong High School building on North 31st Street.

Bon Secours has launched a blog for the upcoming East End Transformation Charrette. So far: What is a Charrette? and A Welcome from Mayor Jones. They’ve also set up a companion Facebook page for the blog and suggest using #eevric as a twitter tag for the process.

The East End Transformation Charrette will focus on the 25th Street and Nine Mile Road corridors, previosuly declared by Mayor Jones to be “a top priority for redevelopment and revitalization”. The process will be facilitated by Duany Plater-Zyberk & Company, “a major leader in the practice and direction of urban planning”.

From the Mayor’s April press release:

“The goal is the development of a vision to guide transformative social, educational, and physical changes within the East End Planning District,” said Mayor Jones. “This is an important undertaking that can lead to revitalized housing as well as increased educational and economic opportunities.”

The public engagement of East End community members, small business owners, public housing residents, and other stakeholders is expected to provide information for the completion of grant applications for two key federal initiatives – the Promise Neighborhoods Initiative and the Choice Neighborhoods Initiative. Successful applications would result in multi-million-dollar support for city initiatives for neighborhood enhancement along and near 25th Street and the Nine Mile Road corridor.

The process kicks off on Wednesday, June 2 with an Opening Presentation from 5–6:30PM at the Robinson Theater. Other key moments in the schedule include the Studio Open House from 6–8PM at the Family Resource Center on Thursday, June 3, and the Closing Presentation from 5–6:30PM on Monday, June 7, at the Robinson Theater.

The retail wireless store Mega Tel recently opened at 2501 North 25th Street, next to the Richmond Coin Laundry. Wireless Plus looks to be opening soon at 1110 North 25th Street.

Fatal motorcycle accident on 25th Street

A motorcycle accident in which the motorcycle rider died at the scene. occurred just after 12:30AM at the intersection of 25th and M streets. The Richmond Police Department Crash Team is investigating the incident.
