Conditions “bleak and disturbing” at 32nd Street holiday house

Keith Massie, who was living with the Jarmans, Rocco and Lizzie Jarman’s mother and stepfather, described bleak and disturbing conditions at the home, which is brightly adorned with holiday lawn decorations in the 700 block of North 32nd Street.
Definitely a Stranger Than Fiction situation
Am I mis-remembering that neighbors have been talking about strange goings-on at that house for years? Was it just plain meanness or prescription drugs or something?
