You can see both from the top of the VCU parking deck at the north-east corner of Broad and Harrison Streets. It’s public and free. Just take the elevator to the top and watch! Bring snacks!
Libby Hill Park in Church Hill – much nicer than a parking garage and it too is free.
Bring snacks and chairs or a blanket for the grass and enjoy the show while looking across the James River.
