I don’t know the address of the house he’s to stay at, but if that narrows it down a bit, maybe we could figure it out? 19th Street from Canal or where ever it starts (Cary?) to Broad isn’t that much to cover in the city database.

The city of Richmond is asking that Lawrence, the owner of Bayou Properties, be ordered to live in one of his now-vacant, boarded-up homes in Church Hill North or Blackwell.
