I think it is largely due to the fact that we share the same zip code as parts of Henrico. 23223 cover Church Hill but also a large section of Eastern Henrico County. As much as Henrico wants to have a separate identity from Richmond, there are many City residents that would not want their address listed as Henrico!
The article linked above, though, says that 23223 is not going to change even in Henrico, because so much of it is in the city: “Richmond would remain the preferred address for all properties in ZIP codes 23222, 23223, 23226, 23227 and 23230. “

…also a chunk of both Church Hill and Union Hill used to be in Henrico. Maybe he’s hoping he can undo the annexations by an address change.
Humm…then, I’m confused too.
We got one of those yesterday. As near as I can tell, it’s just a friendly reminder that Harry Black (CFO) is still “The Man.”
Could they be confused? Looking at Henrico’s website, it looks like they want to change 23231 which is Fulton.
We residents of Highland Park received this letter, as well. There is no practical reason for sending this letter to city residents - the only zip code changes that would take place would be for those addresses actually IN Henrico now. This looks like Black’s accusing Henrico County of attempting to steal tax money from the city. Sad and stupid. What a waste of time, taxpayer money and resources. When will we be rid of Wilder, Black and Co.?
Channel 12 had an interesting piece on the subject this evening: essentially it boils down to idiocy BUT subject to a majority decision, Henrico would be the preferred mailing address BUT those who chose could use Richmond as a “preferred” address.
Major case “self gratification” on the part of Henrico’s “no chin” administrator.
I’ve heard that Henrico is feeling the heat and looking for a way to settle this confusion within the next few weeks.
