I lived in some crappy apartments in college. The trash man took sadistic pleasure in dumping the dumpster at 6 am on SATURDAY, when the majority of the tennants were hung over. Attempts were made to complain, but they fell upon deaf ears. However, when the dumpster was “accidentally” blocked in by parked cars, the truck driver learned his lesson.
I would assume that there is actually an oridinance about making noise at that hour, but good luck making a trash man who is probably pissed off about being a trash man respect it.
My suggestion to you is to buy a box fan for about $15. Put it in your bedroom, backed up against the wall. The white noise from the fan will block out most of the street noise, even trash men. I learned this lesson in college when I lived about 150 yards from a train crossing. It worked when I lived in Tobacco Row (facing the train tracks) and it works now in blocking the noise of car stereos and engine revving on Broad Street.
Everyone I’ve ever convinced to ty this swears by it, even if it takes a week or so to get used to the sound of the fan. But, I strongly suspect you’ll have better luck getting acclimated to a constant drone than you will in getting the City to change it’s trash pick up time.
With regards to the trash collection occurring at 3:oo am, we have directed the trash company not to pull the trash except in normal business hours. In fact, we have written this into our contract with the company that we will deduct the cost of that pick-up in the event that this occurs. This matter will be taken care of today.
The residents and owners of Nolde Bakery Condos have and continue to do everything possible to make the Nolde Condos an integral part of the Church Hill Neighborhood.

archie is on target. the box fan is effective except next to the fire station
I am glad to see one of our neighbors brough this issue to this forum; however, it is still happening! Today, 7/31, the dumpster pick up took place at 4:30 a.m.!
I lived in the Bottom for a few years prior to moving to the Hill; therefore, I have had my fair share of experiences with early morning dumpster pick ups. This individual responsible for the pick up today spent 27 minutes banging around!
I contacted a woman with Nolde’s leasing office last week and she indicated that none of her residences had complained; however, she would take it to the Association.
I then read the #3 post by the Association explaining that “the matter will be taken care of today” obviously that has not happened.
I ask that the Association take this seriously and have their dumpster company cease the pick-ups prior to 7 a.m. I understand from a friend at City Hall Nolde can receive a fine for allowing their vendors to have pick ups during the hours that these pick ups have been happening. Maybe that is the next route?
I live on 25th and M, and the same trash removal company obviously goes to the East District Center to pick up their trash immediately after leaving Nolde, so I feel (and hear!) the pain. I have contacted the company on numerous occasions, and have never received a call back
Have you contacted the actual waste management company?
I was stunned to see this posting because EVERY morning I wake in a near panic attack because the dumpster starts up before the crack of dawn. It’s beyond unreasonable and I’m going to file a complaint myself. Absolutely absurd!
To report excessive noise, especially between the hours of midnight and 7:00 a.m., contact Police Communications at (804) 646-5100.
