Woman slain; was due in court today

Richmond police have identified the woman fatally shot early Thursday morning in Church Hill as 55-year-old Elaine Bowens of Richmond.[...]Court records show Bowens was due in court today for failing to comply with Richmond Probation Services. During the past two years she was convicted three times for prostitution or solicitation and twice for misdemeanor possession of cocaine, according to Richmond General District Court records.

Shooting victim in city recalled as quiet, giving

She was a daughter of noted Richmond jazz figure Bill Tucker. She was a “hang girl” at a Philip Morris tobacco plant; a worker in The Times-Dispatch’s old downtown printing plant; a quiet, middle-class girl who grew up to become a mother and grandmother.[...]She fell to the ground not far from a vacant, two-story frame house known to attract drinkers and drug users.[...]Richmond police aren’t releasing an official motive. Law-enforcement sources indicated that men in a car taunted Bowens and another person on the street and when Bowens responded, one of them shot her.
