   The shooting victim was identified by police yesterday as Lawarren Arkeis Williams, a resident of the 700 block of Mosby Street.

   Al-Qadaffi’s father said his son shot Williams in self-defense — the culmination of a long-running conflict initiated by a gang of young thugs known as “the 700 boys,” a reference to the block on which they all live in Mosby Court.”He was walking to the laundromat. And they accosted him,” Wajid Al-Qadaffi, 49, said of his son. “From several feet away, one of them pulled out a gun. He defended himself with a firearm.”It could not be determined which of the two men allegedly pulled a gun on Omari Al-Qadaffi before he fired. But to his father, the motive was clear.”They tried to murder him over who he is as a person,” said Al-Qadaffi, saying his son, the father of two young children, graduated first in his class at Armstrong High School and was working two jobs and hoping to graduate from VCU this spring.

   If this kid did truly do this in self defense, it really strikes to a complete lack of trust in the police for him and his father not to then report the shooting. The fact that he was first in his high school class and a near college graduate confirms the pervasiveness of a culture of violence and social isolationism in many of the city’s neighborhoods when it comes to dispute resolution. Most right minded people point to education as a means to address the root causes of violence. But, considering the perpetrator’s background here, this killing suggests a different set of policies.

   One thing that was not reported by the police was that this young man did in fact turn himmself in after the crime.
