Richmond Urbanist gives a nice structural take on 25th Street:
25th Street is unique because it is one of only a few streets crossing Church Hill that is classified by the city as a Minor Arterial street. This means that it is a big connector in the area, and a great way for those who live there to get around. Streets like this are important because they not only direct the flow of traffic in and out of an area, but are also usually the hub for activity in a neighborhood.
