In addition, Carl Otto has applied to rezone Garber’s Warehouse at 2201 East Franklin Street from M-1 light industrial to B-5 Central Business District which would allow residential and mixed-use. The Downtown Master Plan lists the area as an Urban Center District which recommends 4-6 story heights and a mix of uses in a walkable environment.
