Interesting that the tax rate was $1.40/hd and is $1.21/hd today. Am I reading that correctly?

Matt, that is what it says. Total rate of $1.80 per $100 of which $1.40 is Richmond city tax and the state got .40¢ per $100.

This is quite the treasure trove. Thanks so much for posting this, John! There is a great shot of Libbie Hill Park towards the end of the book – it’s at the top of a page that has two photos on it.
