I believe that a dog can only be chained for one hour during a 24 hour period. Definetely call Richmond Animal Care and Control. They will visit the house and assess the situation. Get other neighbors to call too. This poor dog has no voice and needs yours!

I’m a bit puzzled by this – if a dog has access to shade/a doghouse, water, food, etc wouldn’t they be better on a (long) chain rather than locked in a (tiny) cage? Obviously, there are other options than crating or tethering/chaining that would be better. Is crating also a problem (that presumably gets overlooked because it happens indoors)???
