There’s been no estimated time announced on when East Broad Street will be completely be re-opened.

this has been a problem for a few weeks, the water cap has been leaking for over a month, and i think they just waited too long and it caused too much damage.

Wow. I reported this to the city almost 2 weeks ago when the first trickles started. It seems like this particular main is frequently having problems.

I too reported it to the city right before the first deep freeze a couple of weeks ago. They were holding off fixing it though they knew it was leaking water being dumped down the storm drain during a time of near water conservation. I saw a patch go on and it seemed to work, for now, but apparently something else gave way. I am sure it was due in part to dirt erosion under the asphalt by letting it leak too long.
